Health System Administrator

Responsible for all fiscal activities for the Greenville HCC and Morehead City CBOC. Coordinates closely with program managers and with the Medical and Nursing executive to prepare budget proposals which balance past expenses and plans for future program priorities and Veteran growth. Directing the operating budget to adjust as needed during the fiscal year and ensure the most efficient use of resources. Coordinate resources with parent VAMC to effectively balance all funds across health system. Exercises full authority for establishing financial priorities for needed personnel, services, supplies, and equipment (both medical and non-medical), and allocates available funds accordingly. Works closely with the Human Resources Officer, HCC senior leaders and all Service Chiefs in ensuring the appropriateness of personnel actions. Ensures compliance with policies, procedures, programs focused on merit promotion, labor management relationships, and position management, and fosters a commitment to these standards through subordinate managers, and other senior leaders. Recommends actions on awards, promotions, selections, disciplinary actions and investigates and/or hears group grievances or serious employee complaints and takes action with advice of employee relations/legal counsel and VAMC Director. Establishes training needs, career development and professional enrichment programs appropriate to the wide range of employees assigned to HCC. Hears grievances for the HCC as appropriate and has broad authority to take action or deal with actions affecting key staff or having serious implications. Sets standards for and evaluates subordinates, and advises, counsels or instructs individual employees on both work and administrative matters. Responsible for ensuring smooth academic partnerships occur, including the processing and oversight of trainees, students and residents. Maintains a position management system in which subordinate staff can effectively operate. Evaluates performance of employees under immediate supervision and initiates appropriate action to reward, guide, counsel, instruct, etc., when indicated. Establishes and maintains effective liaisons with community partners, service organizations, VBA Regional Office, VISN, VACO, Affiliates, VSO, Congressional offices or departments, and various other support personnel to exchange information necessary to carry out the required activities. Serves as a representative to pertinent health related organizations, government and community groups in a manner that promotes a positive image of the HCC, CBOC and VA. Works with all levels of organizational leadership to meet published standards and expected levels of service, ensuring that services are provided in a clean, safe, infection-free, and appropriate environment at all times for patients, employees, visitors, and volunteers. Keeps the Durham Medical Center management officials at the parent facility appraised of administrative activities and situations within the HCC & CBOC which could impact on management decisions/actions. Analyzes and disseminates directive material from higher authorities to responsible personnel in the HCC and CBOC as appropriate. Participates with the Executive Leadership Team in the development and implementation of both long and short-range policies and objectives and the successful integration of policies concerning both the administrative and clinical aspects of the health-care delivery system. Responsible for implementing VA Central Office, VISN, and VAMC policies and regulations governing administrative aspects of the facilities. Work Schedule:

Extensive knowledge gained as a middle and/or senior management in a medium size medical or healthcare facility (i.e. outpatient medical clinics, hospitals) with responsibility of directing, monitoring healthcare services or experience at a higher echelon with responsibility with oversight of these types of facilities. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
