Supervisory Medical Administration Specialist (Chief - Health Administration Service)

Recommends and implements changes to improve the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments , management controls, and similar functions of management. Serves as a consultant to clinical and administrative staff for difficult or unusual cases related to benefits determination. Analyzes data about workload, timeliness, accuracy, cost, and performance outcome to identify significant trends and issues with performance in each program area. Evaluates HAS programs and functions for the HCC to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions for the staff supervised. Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for upper management such as producing complex analyses and written reports. Assures that subordinates are trains and fully comply with the provisions of safety and information security requirements. Implements and manages key programs related to health benefits administration including, financial assessment and income verification, eligibility verification, benefits determination, enrollment and check-in processes. Forecasts and estimates program requirements and prepares programmatic reports, justification, charts, graphs statistical and narrative data, etc, for presentations and briefings. Coordinates training about health benefits programs in response to analysis of performance and outcome data and to meet Veteran and stockholder educational needs. Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following:
Analytical or administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups, government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. OR Education:
Applicants may substitute education for the experience required at the GS-11. At the GS-11 applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination Education and
Experience:
Applicants may also combine education and experience to qualify at the GS-11 grade level. To calculate, first identify the percentage or required education you earned (when substituting, you can use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentages must equal at least 100 percent to qualify at the GS-09 and GS-11 levels.
