Health Systems Specialist

Provides oversight to ensure that local practices and processes within the assigned ambulatory clinics are aligned with planning and policies at the network and national access leadership levels. Identifies, defines, and prioritizes customer service tools, process improvement and training opportunities that will support front line employees in providing predictable, consistent and easy customer service experiences for Veterans, their caregivers and survivors. Establishes benchmarks and a process for taking corrective actions on decreasing/low scores in Veterans/Staff experience data. Uses Advanced Principles and Strategies for Access Improvement to review and provide guidance to Clinical Leads, including reviewing and providing guidance to identify strategies to reduce backlog, oversee and monitor consult management issues and provide guidance to Clinical Leads and Administrative Leads when needed. Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives. Identify modes of communication and reporting templates. Utilizes or creates standardized templates for Access Reporting. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience for GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analytical or administrative experience in the health care field; working in an operating health care facility or a higher organizational echelon assisting with advisory or directional authority over such facilities; working with facility managers and assisting with analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as:
hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note:

Applicants may also combine education and experience to qualify at this level. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Physical Requirements:
Performance of the incumbent's duties may require extensive walking per day to meet with the HCC Leadership Team, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics and the main VAMC are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work is typically performed in an adequately lighted and climate controlled office. The employee may require occasional travel. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
